The upcoming Circular Economy Law, new regulations on packaging, and European Week for Waste Reduction make November 2026 a pivotal month for reducing waste, promoting reuse, and transforming industry.

For decades, the predominant economic model has followed a simple formula: extract raw materials, make products, consume them and throw them away. However, the pressure on natural resources, the increase in waste and the need to reduce emissions are forcing Europe to rethink this dynamic. The circular economy has become one of the European Union's great bets to move towards a more efficient, competitive and environmentally friendly system.

November 2026 arrives at a particularly significant moment for this shift. The European Commission is preparing a new legislative framework to boost the market for secondary raw materials, while various EU-wide initiatives are focusing on waste prevention, as well as the repair and reuse of products.

The objective is ambitious: to ensure that materials remain in circulation for longer and that waste is no longer considered mere waste and becomes usable resources.

The new Circular Economy Law will set the European course

One of the most anticipated developments is the future Circular Economy Act, an initiative of the European Commission aimed at strengthening the single market for secondary raw materials and increasing both the supply and demand for quality recycled materials.

According to the planning published by the Commission, the proposal is scheduled for 2026. Various reports regarding the institutional calendar point to November 11 as the expected date for its presentation, though we will have to wait for the official announcement to confirm the final details.

This legislation aims to eliminate some of the barriers that make it difficult for recycled materials to compete on equal terms with virgin raw materials. It also seeks to encourage investment, improve the functioning of recycling markets and reduce European dependence on imported resources.

The initiative is part of a broader strategy: Europe aims to double its circularity rate—that is, the proportion of materials recovered and reused relative to the total resources consumed. Currently, this indicator stands at around 12%, while the EU’s target is to reach 24% by 2030.

The challenge is not only to recycle more, but to design products that last, facilitate their repair and create production chains capable of taking advantage of resources again and again.

From disposable containers to reusable packaging: new rules for businesses

Another of the big changes is already underway. Since August 12, 2026, the new Packaging and Packaging Waste Regulation (PPWR) has been applied in the European Union, which establishes common requirements to reduce the environmental impact of packaging.

The regulations introduce changes to the manufacturing, composition, recyclability, and reusability of packaging placed on the European market.

Among its main objectives are:

Reduce unnecessary packaging: limit excessive wrapping and empty space within packages.

Boost recycling: make all packaging recyclable in an economically viable way by 2030.

Promote the use of recycled materials: increase the incorporation of recycled plastic into new packaging.

Promote reuse: promote deposit, return, recharge and reuse systems.

Reducing single-use products: certain categories of disposable packaging will be restricted from 2030 onwards, once more sustainable alternatives are available.

Improve consumer information: move towards harmonized labeling that facilitates the correct separation of waste.

For companies, these measures entail an adaptation process that affects the entire value chain, from product design to distribution and end-of-life management.

They also represent an opportunity to develop new materials, sustainable packaging solutions and more efficient logistics systems.

November focuses on waste prevention

Between November 21 and 29, the European Week for Waste Reduction 2026 will be held, an initiative that this year revolves around the concept of material sufficiency.

The proposal invites us to reflect on something fundamental: the best way to manage waste is, whenever possible, to prevent it from being generated in the first place.

Therefore, the campaign is not limited to promoting recycling. It also seeks to extend habits such as reducing unnecessary consumption, repairing objects, exchanging products, reusing materials and extending the useful life of goods.

The initiative brings together public authorities, educational institutions, businesses, associations, and citizens from across Europe, who organize activities to demonstrate that waste prevention can be integrated into daily life.

The message connects directly with one of the great current environmental challenges: changing production and consumption habits, instead of limiting ourselves to managing the consequences of a model based on waste.

The circular economy also requires fiscal changes

The transformation does not depend exclusively on new environmental obligations. It also requires that the economic system incentivizes sustainable decisions.

In this regard, the European Commission has launched a public consultation to examine how to adapt certain VAT rules to the principles of the circular economy and low-emission activities.

The initiative addresses three issues: the tax treatment of second-hand products, the destruction of goods that can still be used and VAT deductions related to certain vehicles used in business activities.

The participation period for this consultation ends on November 4, 2026. The contributions will be used to evaluate potential future legislative changes.

The review seeks to eliminate fiscal obstacles that could discourage activities such as the purchase and sale of used products, the recovery of merchandise or the development of business models based on reuse.

This is an important aspect because, for the circular economy to function on a large scale, sustainable alternatives must also be economically viable for businesses.

A shift in the model that affects consumers and the industry

The transition toward a circular economy is not solely an environmental issue. It also has economic, industrial, and social implications.

For manufacturers, it means reviewing design and production processes, selecting more sustainable materials and facilitating the repair of their products. For distributors, it means rethinking packaging, logistics and returns management. And for consumers, it represents a progressive change in the way they buy, use and dispose of products.

In this context, repair is gaining prominence. As of July 31, 2026, new European rules will come into effect, strengthening consumers' right to request the repair of certain technically repairable products, such as washing machines, vacuum cleaners, mobile phones, and tablets.

The regulations also contemplate extending the legal warranty by at least twelve months when the consumer chooses to repair the product instead of replacing it during the corresponding liability period.

These measures all point in the same direction: gradually moving away from the idea that a defective product must automatically be replaced with a new one.

Europe faces the challenge of producing better and wasting less

The circular economy represents an opportunity to reduce the extraction of natural resources, decrease waste generation, and strengthen European industrial autonomy.

However, the success of this transformation will depend on more than just passing new laws. It will be necessary to develop recycling infrastructure, improve the quality of recovered materials, facilitate business innovation and make sustainable products accessible and competitive.

November 2026 brings together several initiatives that reflect the direction Europe intends to take. The upcoming Circular Economy Law, new requirements for packaging, and waste prevention campaigns demonstrate that this shift is no longer merely a statement of intent.

The real challenge will be to ensure that reusing, repairing and taking advantage of materials stops being a one-off alternative and becomes the norm.

Because moving toward a more sustainable economy is not just about recycling what we throw away; it is also about stopping the production and consumption patterns that assume the planet’s resources are limitless.

Europe wants to progressively abandon the throwaway model.
