AI also consumes water: Brussels begins to set limits on data centers.<\/h1>

Artificial intelligence requires not only vast amounts of computing power and electricity, but also water. The data centers that make services like ChatGPT, image generators, and AI systems possible use cooling systems that can require significant quantities of water.<\/p>

Given the accelerated growth of this infrastructure, the European Commission has begun to prepare new measures to control its environmental impact. Brussels wants data centers to be more transparent about energy and water consumption and is preparing possible minimum efficiency standards.<\/p>

The move comes at a time when the European Union aims to multiply its data center capacity in order to develop its own artificial intelligence infrastructure and reduce its technological dependence.<\/p>

Why does artificial intelligence need water?<\/h2>

When we use an artificial intelligence tool, the request is processed on servers located in large data centers. This equipment generates a great deal of heat and requires cooling systems to maintain an appropriate temperature.<\/p>

Depending on the technology used, cooling can consume water directly. Therefore, although the user does not see this consumption when making a query to an AI, behind each digital service there is a physical infrastructure that needs resources to function.<\/p>

The European Commission acknowledges that the growth of data centers places increasing pressure not only on electricity and emissions but also on natural resources such as water.<\/p>

The problem may increase as the use of artificial intelligence models grows, especially those that require large amounts of computing power.<\/p>

Brussels wants to know how much water data centers consume.<\/h2>

On September 21, the European Commission presented a new package of measures on energy efficiency and sustainability of data centers.<\/p>

One of the key initiatives is the creation of a common European classification system that will make the environmental performance of these facilities more transparent.<\/p>

The system will take into account, among other aspects, energy consumption and efficient use of water. The intention is that data centers can be compared with each other and that companies and administrations have more information when choosing digital infrastructures.<\/p>

Furthermore, data centers with significant energy consumption are already subject to obligations to monitor and report specific performance indicators, which feed into a European database. These indicators include information regarding their water footprint.<\/p>

Is the European Union really going to limit water consumption?<\/h2>

Here is the important nuance.<\/p>

For now, Brussels has not established a maximum limit of liters of water that a data center can consume.<\/p>

What has begun is the process of developing minimum performance standards that could establish more stringent requirements for these facilities.<\/p>

The Commission opened a 12-week public consultation on September 21 to gather information and opinions on the content of those future standards. The consultation will remain open until December 14, 2026 and the Commission plans to present a legislative proposal during the second quarter of 2027.<\/p>

Therefore, the move by Brussels goes beyond a simple restriction on water consumption: it is about moving towards data centers that use less energy and water and are better integrated into the energy system.<\/p>

The paradox: Europe wants more data centers and, at the same time, they consume less<\/h2>

The European Union is facing a complex situation.<\/p>

On the one hand, it needs to significantly increase its computing capacity to develop artificial intelligence, cloud services and new digital applications. The Commission aims to triple the EU's data center capacity over the next few years.<\/p>

On the other hand, such rapid expansion can increase pressure on electrical grids and resources such as water.<\/p>

The Commission itself points out that the growth of data centers raises challenges related to energy consumption, electrical networks, carbon emissions and the use of natural resources.<\/p>

The European strategy therefore seeks to combine two needs: increasing the computing capacity required to compete in artificial intelligence and, at the same time, reducing the environmental impact of that infrastructure.<\/p>

Water consumption could become one of the big problems of AI<\/h2>

The debate regarding the environmental impact of artificial intelligence has so far focused primarily on electricity.<\/p>

However, water is becoming increasingly important.<\/p>

The European Commission has indicated that, on a global scale, data centers could consume around 5 billion cubic meters of water annually by 2027, according to estimates cited in a publication by its scientific and environmental information service.<\/p>

The figure should be interpreted as a global estimate and does not mean that all this amount corresponds exclusively to artificial intelligence systems. The data reflects, however, the dimension that the demand for water associated with the growth of computer infrastructure can reach.<\/p>

Furthermore, consumption can vary enormously depending on factors such as the cooling system used, the data center's location, climatic conditions, and the source of the water used.<\/p>

New technologies for cooling data centers<\/h2>

The answer does not necessarily lie in stopping the construction of data centers.<\/p>

One of the lines of work consists precisely of developing more efficient cooling systems and technologies capable of reducing the amount of water needed.<\/p>

The European Commission is also exploring ways to harness the waste heat generated by data centers. Research released by the Commission itself even suggests the possibility of using this heat for water purification processes, although this is a technological avenue still under development and based on the findings of a specific study.<\/p>

There is also a proposal to reuse the heat generated by data centers in nearby facilities or heating networks, thereby reducing energy waste.<\/p>

Efficiency will become increasingly important.<\/h2>

The issue is especially relevant because the demand for artificial intelligence continues to grow.<\/p>

The International Energy Agency estimates that global electricity consumption by data centers could more than double by 2030, reaching around 945 TWh. This growth will be driven, among other factors, by the expansion of AI systems.<\/p>

At the same time, the efficiency of models and hardware is improving. The problem is that the increase in the number of users and AI applications can offset part of these improvements.<\/p>

Therefore, the sustainability of artificial intelligence will not depend solely on models becoming more efficient. It will also be necessary to pay attention to the physical infrastructure that powers them.<\/p>

What does this mean for users?<\/h2>

For most users, the new European measures will not result in an immediate change when using ChatGPT, generating an image with AI, or using any other tool.<\/p>

The objective is mainly at the infrastructure level: large data centers will have to offer more information about their consumption and, foreseeably, face increasing efficiency requirements.<\/p>

The issue of water also adds a new dimension to the debate on digital sustainability.<\/p>

Until now, talking about the environmental footprint of artificial intelligence mainly meant talking about electricity and emissions. From now on, water can become another of the fundamental indicators to measure the environmental cost of the AI \u200b\u200brevolution.<\/p>

A digital technology with a very physical footprint<\/h3>

The paradox is evident: the more virtual artificial intelligence seems, the more physical infrastructure it needs behind it.<\/p>

Servers, chips, electricity, networks, cooling systems, and water are all part of the chain that enables a simple AI query to yield a response in seconds.<\/p>

Brussels has begun to focus on this infrastructure. There is no European water consumption limit for data centers yet, but the Commission is already paving the way for stricter efficiency requirements.<\/p>

The evolution of these rules will be particularly significant in the coming months, as the public consultation concludes and the proposal for minimum standards\u2014scheduled for 2027\u2014advances.<\/p>
